2.2.1 Popup - Student- Accessibility Fixes - Level A - Timing Adjustable

**User Story**
**As a student, I need to be able to close pop up error messages so that I have an opportunity to read and digest them thoroughly.

**Acceptance Criteria**
- [ ] enable user control to close popup error messages across student account portal
- [ ] Ensure all toast notification pop ups can be dismissed
- [ ] change timer to 1 minute before closing the toast notification pop up automatically

**Context:**
- These issues were uncovered through accessibility audit via CITZ.
