Display Banner in Ministry portal

As a Ministry user, I need want to be able to see banner notifications that will alert me to new features or other system updates.

**Acceptance Criteria:**
- [ ] Display active banner from database for "Institution" portal on all pages
- [ ] Active means "published" AND within start and end date/time
- [ ] Banner is not dismissible

Start by locating the Institution portal entry point and the existing path for reading banner data from the database. Verify how published status and start/end date-time determine an active banner, then check every portal page for a persistent, non-dismissible display. Done means all three acceptance criteria work together.
