Description
**User Story**
As a student, I want the tracker card regarding a disbursement error to be removed if the error is resolved.
As a ministry user, I want to be able to indicate a feedback error has been resolved and the student's funding is no longer blocked.
**Acceptance Criteria**
- [ ] If the ecert feedback error occured on a disbursement that is not related to the most current assessment, do not show the tracker card for ecert errors.
**Business Context**
Brought up regarding concerns about displaying an "ecert error" tracking card longterm with no way to remove after it was resolved. #2366
