**User Story**
As a student, I want to know if a restriction has been bypassed for a disbursement or an application.
**Acceptance Criteria**
- [ ] Add content wording to Student's Account Activity Page next to any Restriction if there is an Active Restriction Bypass applied
- [ ] Based on conversation on #1862 suggestion to add the details to the application tracker card for student view.
