Description

**User Story**
As an institution user, I want students to select which program they are applying for even if I have 0 offerings attached to it. This helps prevent students from selecting offerings which do not align with their studies and to provide more information for the PIR process.

**Acceptance Criteria**
- [ ] Update the application program-select dropdown to show all Full-time or Full-time and Part-time programs that are active. Even if 0 offerings.

**Business Context**
Institutions may have continuous entry or very limited student applications in a program year. This could result in them pushing all new apps through the PIR process.
With programs only visible with 1+ offerings attached, it does mean the institutions need to add one or more offerings to each of them to ensure it's in the dropdown.
Alternatively, the schools would receive PIR requests without a program selection which could cause frustration for students and institution users.
