Description
Functional Options Could Be:
Option 1:
- Enable Ministry to select a new button called 'de-designation/closure', If selected:
- In the school dropdown list, only students previously associated with the school could select it and move forward; everyone else would be unable to locate it.
Option 2:

In Interim, Business Process Workaround could be:
- Contact Institution, have them manually change _all_ offerings to private
- Institution would be forced to prompt a PIR for every student
