E2E Tests: PY Maximum - Workers

**Describe the task**
Create E2E Tests for **_workers_** for following scenarios related to PY changes.

**Acceptance Criteria**
- [ ] Verify assessment calculation order(including locking the calculation part per student per PY)
- [ ] Add scenarios to `workflow wrap up` worker to identify next assessment waiting in sequence.
- [ ] Return PY consumed values for awards.
- [ ] Identify related applications and create re-assessments on workflow execution. (E2E Tests for centralized logic was created in #2665)

Begin with the workflow wrap up worker and the centralized-logic E2E tests referenced in #2665. Trace the existing worker test entry points, then cover calculation ordering and locking, next-assessment selection, PY values for awards, and reassessment creation. Done means E2E coverage verifies all four acceptance criteria.
