As a **ministry user** I want the ability to block NEW students from applying to an individual program **AND** allow students with existing applications associated with the program to continue submitting new applications for offerings within that program.
As a **ministry user** I want the ability to block NEW students from applying to all programs for a location **AND** allow students with existing applications associated with the programs in the location to continue submitting new applications for offerings within that program.

- This is needed when the ministry has determined a program is no longer in compliance and eligible for funding, but do not want to penalize students who have already committed to the program and therefore, allowing them to "train out" by continuing to apply for funding to that program.
- Instead of blocking an offering for a program form being selected, attaching an exception to the program offerings, so that Ministry has to review and determine manually if the student can "train out"
- Alternatively, offerings that have been marked as blocked, there may be a way to display it only for students with previous applications attached to this program.
