#14 Report Scholastic Standing without an application (for students in an interest-free study period).

**As a** *Institution/Ministry user* **I want** *report withdrawals and unsuccessful completions for a student without a corresponding active application* **So That** *withdrawal and UC events are recorded while a student is in an interest-free study period.*

We do not need to worry about the "interest-free study period" in SIMS; this is something that is managed by the federal government.

The institution and ministry users will know when a student is in an interest-free study period and just need the ability to report withdrawal and unsuccessful completions without associating it with an application.
