Implement Purview for MDP Lineage and Governance

**What**
Establish a process to create and configure Microsoft Purview for lineage tracking, governance, and observability for the Mines Data Platform. This includes defining roles for data stewards.

**Why**
Implementing Purview will enhance data governance and lineage tracking, ensuring compliance and improving data quality for stakeholders. This will lead to better decision-making and operational efficiency.

## Acceptance Criteria

Given the Mines Data Platform, when Purview is configured, then lineage tracking should be operational.
Given the defined roles, when data stewards are assigned, then they should have the necessary permissions to manage data governance.
Given the governance policies, when they are applied, then compliance should be verifiable through Purview.
