D2: Develop Azure Fabric Architecture & Governance Plan

**What**
Design and document the Lakehouse/Warehouse structure, Data Catalog/Governance setup, and RBAC security models. Establish Data Gateway and ExpressRoute, and create training materials for the internal data team.

**Why**
This ensures compliance with Ministry cloud standards, enhances data security, and facilitates data shareability. It also provides the internal data team with the necessary knowledge to manage and maintain the system.

## Acceptance Criteria

Document the Lakehouse/Warehouse structure and Data Catalog/Governance setup.
Define and implement RBAC security models.
Establish Data Gateway and ExpressRoute connections.
Create training materials for the internal data team.
Obtain sign-off from IT Security and Architects to ensure alignment with Ministry cloud standards.
