Add Team Member - Team Lead Bug

**SOLUTION:**

Prevent users from changing Team Lead from the Team Tab page by disabling the link of the name of Team Lead.

Could provide Tool Tip that lets users know where they should adjust Team Lead (list management).

Hover over might be too confusing for users.

Maria will consider a Banner on an open modal. eg "The WORK "Lead" can only be changed /made Inactive" on the WORK page"

**Describe the bug**
When a new Team Lead is added/changed from the Team tab, then it is not reflected in the Work modal

**To Reproduce**

Steps to reproduce the behavior:
1. Go to Team Section
2. Click on +Team Member, and select the new person as a Team Lead
3. Hit Add
4. Go back to Workplan page > see that is NO change! Alas!

**Expected behavior**
I would expect to see my change instantly on the Work page and in the cards for My Workplans

**BONUS BUG:**

**Describe the bug**
Currently, a user can add more than one Team Lead from the Team tab in the Work. There should only be one ACTIVE Team Lead

**To Reproduce**

Steps to reproduce the behavior:
1. Go to Team Section
2. Click on +Team Member, and select the new person as Team Lead, hit Add
3. Scroll down to see that there are multiple active Team Leads
4. This is no bueno because technically there should only be one delegated legal Team Lead at a time (but there could be more from special history)
