Update Person credential document (Merge no earlier than release date for BCSC App Phase 2)

`Hi all,

Thanks again for taking the time yesterday to discuss the Person credential governance documentation. As promised, this email contains a quick summary of what we discussed and decided:

Lead: Kyle
Timeline: August, in alignment with Phase 2 launch.
Scope:
- Change "Person credential" to "Digital Services Card"
- Change "BC Wallet" to "BC Services Card app"
- App attestation is optional
- No change to business rules
