Deploy and configure a BC instance of Indy-Node-Monitor to monitor the CANdy environments

Deploy an instance of [Indy-Node-Monitor](https://github.com/hyperledger/indy-node-monitor) into OpenShift configured to monitor and alert on the any issues with the CANdy environment.

Required Work:
- OpenShift configurations for deploying the Indy-Node-Monitor components into OpenShift/K8S. This is an opportunity to perform a complete review and test of https://github.com/hyperledger/indy-node-monitor/pull/52.
- Define and develop alerting rules.
- Review and define what constitutes warning and error alert conditions.
- Define notification channels for rocket.chat and slack.
- Publish the public dashboards openly.
- Secure the private dashboards and interfaces.

Acceptance Criteria:
- A deployed instance of Indy-Node-Monitor monitoring the CANdy `dev`, `test`, and `prod` environments.
- Alerts and notifications triggered when a node or nodes exhibit a warning and/or error condition, such as being unreachable.
- Public dashboard openly available for review.
- Private and secure interfaces protected and/or completely inaccessible publicly.
