Reevaluate uses of `ctx` in `//rust` package

This is a follow-up of https://github.com/bazelbuild/rules_rust/pull/886#discussion_r688035604

It seems there's an inconsistent style of parsing attributes to generate the actions used to compile Rust code. The maintainers should find consensus on what that should look like going forward and provide some rationale.
