build --@rules_rust//:output_diagnostics=true doesn't work

I'm reading this [doc](https://bazelbuild.github.io/rules_rust/rust_analyzer.html#alternative-vscode-option-prototype) . I got the error for the bellow command.

bazel build --@rules_rust//:output_diagnostics=true --output_groups=+rust_lib_rustc_output,+rust_metadata_rustc_output //hellow_world
