Copybara doesn't seem to be running buildkite on exports of `bazel-skylib`

I've been attempting to send a PR to bazel-skylib to [add a Gazelle generator to the repo](https://github.com/bazelbuild/bazel-skylib/pull/251). Unfortunately that repo doesn't seem to be in a state where it is passing CI.

Two questions:

1) Is there a mechanism like "force" to ignore linter errors? Can I add a directive in a commit message to say "buildozer errors are okay on this one"?
2) Is it possible to check to make sure that the Copybara exporter from the source of truth is running all exports through BuildKite to make sure we don't end up in this situation again?
