Access request for rules_go maintainer

Hi, I'm helping out as a maintainer of bazelbuild/rules_go, and I am requesting access to BuildKite so that I can do things like re-run builds which have suspected spurious failures. For example, I'm trying to process this PR right now:

In terms of authorization, @jayconrod can vouch for me, and I'm a member of the @bazelbuild/go-maintainers group.

Review the access request and the linked rules_go pull request #2922, then check the repository's BuildKite authorization process. Done means the requested maintainer access is granted or the request receives a documented decision; the issue has had no recent response for over five years.
