Description
With commit https://github.com/bazelbuild/bazel/commit/482d2be27abd4e54b628cfdb5aacb29a1311a6c6 and additional information on `proto_lang_toolchain` rule, `proto_common.compile` doesn't need to set `plugin_output` parameter.
