Description

### Description of the feature request:

When building without the bytes, Bazel defers the download of outputs until it needs them, e.g. at the start of executing local actions. However, if we know, ahead of time, some outputs are inputs of actions that will eventually be executed locally, we can start download them eagerly. This will improve overall build performance.
