Documentation issue: Make Variables

It looks like Bazel shell-quotes filenames in at least some of the variables and functions (e.g. `location`). It would be great if this could be documented here.

Open the documentation URL and review the Make variables and functions, starting with `location`, against the reported shell quoting behavior. Done means the relevant variables or functions clearly document when filenames are shell-quoted and the scope of that behavior.
