Description
In [select_tests.bzl](https://github.com/bazelbuild/bazel-skylib/blob/d2cf1cc2bcd1e879743faf5216c4887b994705af/tests/selects_tests.bzl#L67) there is a TODO to rewrite the tests to use custom Starlark build settings instead of the native "cpu" and related flags.
This is blocking a change I'd like to submit regarding platform mapping.
