Bazel MCP Server

This is a open question to the community, feel free to discuss the following questions:

- Is there interest in a MCP server implementation for Bazel?
- Is this something that should be integrated into the vscode-bazel implementation?
- What other MCP servers exist already?
- What functionality would be expected from the MCP?

Start with the four questions in issue #577 and inspect the existing vscode-bazel integration and any MCP implementations identified by the discussion. This issue is complete only when the community defines whether an MCP server belongs here, its scope, and expected functionality; the payload names no files or tests.
