Build with bazel

It seems appropriate that a tool for bazel would also be built with bazel.

I did some work to convert the repository to use rules_nodejs https://github.com/zaucy/vscode-bazel/tree/build_with_bazel. It compiles, but I went over scope and changed too many other things. I could work on it further if there is interest.

Review the repository's current build setup and the referenced build_with_bazel branch, focusing first on the rules_nodejs conversion described in the issue.
