Description
bazel can (maybe?) do sandboxing on docker now. So, we may be able to disable the standalone mode which makes our tests weaker on travis.

Research direction
Start by inspecting the Travis configuration and the Bazel settings that select standalone mode, then verify how Docker-based sandboxing is supported. Done means the Travis tests run with sandboxing enabled rather than standalone mode, while the Scala test suite still passes.
