Description
Would it be possible to have a Nuget resolver provided by the package?
I'm thinking along the lines of how python provides a pip resolver, and pretty much converts a requirements.txt to a requirements.lock - then reads the lockfile to get the @pip// registered.

Research direction
The issue names no files, tests, or entry points. First clarify the requirements for a NuGet resolver, including the requirements and lockfile formats and how locked packages should be registered; done means the resolver produces a lockfile and reads it to provide the requested package registrations.
