Proposal: support NuGet Central Package Management lock files

NuGet [Central Package Management](https://learn.microsoft.com/en-us/nuget/consume-packages/central-package-management) can generate lock files, see [Enable repeatable package restores using a lock file](https://devblogs.microsoft.com/nuget/enable-repeatable-package-restores-using-a-lock-file/).

Considered the well integration with Visual Studio and broadly adoption, I propose our rules_dotnet support NuGet.

The issue names no files, tests, or entry points. Start by mapping the existing NuGet integration in rules_dotnet and the linked NuGet Central Package Management documentation; done means rules_dotnet supports the proposed NuGet lock-file workflow.
