[FR]: Restore merkle tree cache performance settings when regressions fixed

### What is the current behavior?

At some point the performance of `--experimental_remote_merkle_tree_cache` regressed, so we excluded it from our bazelrc presets in https://github.com/aspect-build/bazel-lib/pull/390.

Review the bazelrc presets in bazel-lib and the linked Bazel pull request and issue to determine whether the merkle tree cache performance regressions are fixed. Restore the excluded presets only after that confirmation, and verify that the resulting Bazel configuration enables the experimental cache settings.
