via https://github.com/bazelbuild/bazel/discussions/25810, I found https://github.com/bazel-contrib/bazel-lib/pull/289 / 72a26212f2850b02ebd2fcab50ec9eaeaf633a4e, which added transitions for binaries. I have C++ cc_libraries that could something similar, if it existed.
