Currently https://bazel.build/rules is very outdated because there has never been a principled way of identifying the rulesets that should be promoted.

https://github.com/bazel-contrib/SIG-rules-authors/issues/2 is an old issue where I've tried to make progress on this, but it's based on the assumption that we'd have to put this "somewhere else"

Now that we're taking over the Bazel docsite we can take some of those ideas and replace the "official" page!

Review the current https://bazel.build/rules page and the earlier SIG-rules-authors issue linked in the description. Compare those ideas with the Bazel docsite takeover and define a principled way to identify rulesets for promotion. Done means replacing the outdated official page with the agreed promotion approach.
