How is the Quote button supposed to work?

Is it supposed to insert a

tag? If so what do I place inside it? the cite keyword plus the ur, just the url or something else?

Or is it perhaps just a way to surround the selected text with quotes

##### Steps to Reproduce

1.Click the Quote button, type some text, click the quote button. Save the data then reload the data, no quote or block quote
2.type some text, select it, click the Quote button, save it then restore it, no quotes.

Reproduce the two Quote-button workflows described in the issue using Chrome on macOS: typing text or selecting existing text, then saving and reloading it. Inspect the resulting editor output to determine whether quote formatting is lost and what behavior is expected for the button. The issue does not name a source file, test, or Trix version.
