Feature Idea: Add docker-install hook

In cases where the remote environments are not compatible with the method that Kamal uses to install Docker (e.g. AWS Linux 2023) it might be convenient to be able to supply an override of that method. My idea would be to add a `docker-install` hook in addition to the already existing `docker-setup` hook.

Start by locating the existing `docker-setup` hook and the code path that installs Docker on remote hosts. Determine how a `docker-install` override should be supplied and invoked, then verify that it works for environments such as AWS Linux 2023 without changing the existing setup behavior.
