Release from Circle is blocked

Need to set the new GitHub and NPM tokens, but cannot get GitHub token, always crashes due to https://github.com/semantic-release/cli/issues/345

Start by reproducing `semantic-release-cli setup` using the command, Node.js version, and error shown in the issue, then read the linked semantic-release/cli#345 report. Done means GitHub and NPM tokens can be configured and the Circle release is no longer blocked.
