I don't want to describe a particular solution, but I was thinking that each page could be linked to a label of open issues to look through? We already have the `package: babel-core` field on a lot of doc pages that we could use?

Research direction

Review the reference and documentation pages that already contain the `package: babel-core` field, then determine how those fields could map to GitHub issue labels. Done means the relevant pages consistently link to the corresponding open-issue label, with the behavior and scope agreed before implementation.
