Research direction

Start by reproducing the error after the reported Sublime Text update on Ubuntu 16.04, then inspect Packages/Babel/JavaScript (Babel).sublime-syntax and the missing target scope source.js.css#at-keyframe-block-content. Done means the syntax file loads without the target-scope error and JavaScript syntax definitions are restored.
