Hands-on experience with national implementations of the original bSI 2009 Basic FM Handover MVD over the last 15 years have demonstrated the practical difficulty of using data provided from multiple sources. Some of the information needed for the FMH-EM MVD would be developed from design authoring (i.e. BIM) software. other design data may be created from CADD or drawing software. Construction information comes from forms, reports, and manufacturer's marketing literature. Differences in allowed character sets among software supporting these processes have regularly caused failures of quality control and downstream software to correctly process the information provided.
FMH-EM requires that each language-specific adoption of the FMH-EM strictly define allowed character set encodings corresponding to fields that may contain only letters, numbers, alphanumeric, dates, emails, URL's and other data types.
