Description
The Qto_Type for `NetSurfaceArea` and `NetVolume` in `Qto_BuildingElementProxyQuantities` are both `Q_COUNT`, but are `Q_AREA` and `Q_VOLUME` for other entities (like IfcBeam). Is this inconsistency an error, or documented as intended?

Research direction
Start by comparing Qto_BuildingElementProxyQuantities in the linked IFC4.0.2.1 schema with 4_3_0_0/rc4/HTML/qto/Qto_BuildingElementProxyQuantities.xml. Check the corresponding quantities for entities such as IfcBeam and determine whether Q_COUNT is intentional or inconsistent. Done means the issue has a documented determination and an agreed correction or explanation.
