## WM-IMP-5 — No RMF Capability Status View

### Observation
There is no dashboard or view that shows the overall RMF workflow completion state across all capability areas for a system at a glance.
### Recommendation
Implement a capability status dashboard showing per-step completion percentage, blockers, and outstanding items.
### Acceptance Criteria
- [ ] Dashboard view shows RMF step status for a system (Prepare, Categorize, Select, Implement, Assess, Authorize, Monitor)
- [ ] Per-step completion percentage shown
- [ ] Blockers and outstanding items surfaced inline
- [ ] View accessible from system detail page
