## BUG-24 — No Registration Path for New Systems

### Observation
There is no navigable path to register a new system in the UI. The registration workflow is unreachable from the standard application flow.
### Evidence
- Issue #618 — no registration path found
### Impact
New systems cannot be onboarded through the standard UI. Users must use workarounds or direct API calls to create systems.
### Acceptance Criteria
- [ ] Clear navigation path to new system registration from portfolio/dashboard
- [ ] Registration workflow completable end-to-end
- [ ] Registration path discoverable without documentation
