### Observation
ConMon sub-page exists but no scheduling model is present. SP 800-137 requires defined assessment frequencies per control family and tier. No per-family cadence configuration was found.

### Evidence

- Issue #636 — no runtime catalog integrity check noted in ConMon context

### Impact
ConMon assessments cannot be scheduled at the required frequencies per SP 800-137. Ongoing authorization monitoring is effectively unstructured.
