[BUG] [Dashboard] - v2 dashboard now live with 'flankspeed' org-centric model; prior QA issues need re-validation

## Bug Description

The -v2 dashboard (https://ca-ato-copilot-dashboard-v2.blackwater-9393aa1a.centralus.azurecontainerapps.io) is now returning HTTP 200 and serving a fully restructured UI. The application has been rebranded from "SPIN Agent / ATO Copilot" to **"flankspeed portfolio"** and uses a new org-centric portfolio model.

**This is a significant structural change** that invalidates or requires re-evaluation of multiple previously filed QA issues:
- #548 (Chat widget) — chat responds but returns SYSTEM_REQUIRED for portfolio queries
- #565 (Container App stopped) — PARTIALLY RESOLVED: -v2 is now live; -st is still 404
- #579 (QA target URL) — QA sweeps should now target -v2
- #581 (Portfolio links) — Portfolio is now org-table, not system chart
- #583 (System detail inaccessible) — Systems now accessed through org impersonation

## New Architecture Observed

- **Branding**: "flankspeed portfolio" (previously "SPIN Agent / ATO Copilot")
- **Model**: Org-centric portfolio with 4 orgs: Contoso Landing Zone, PEO-790, PMA 290, PMS 408
- **KPIs**: Total Orgs (4), Active Orgs (4), Total Systems (6), Total ATO Decisions (0), Open Findings (0), Open POA&Ms (0)
- **Portfolio page**: Shows org table, ATO status chart, Open findings chart
- **Systems page**: Cross-org view requiring org selection/impersonation to access system detail
- **Chat panel**: Context shows "Viewing: portfolio" but Portfolio Overview quick-action returns SYSTEM_REQUIRED

## Concerns

1. Chat widget still cannot answer portfolio-level questions (SYSTEM_REQUIRED bubbles up for all chat quick-actions at portfolio level)
2. Systems in MCP database (44 total, incl 36 QA orphans) are NOT reflected in the -v2 dashboard (which shows only 6 systems in PEO-790 org)
3. The canonical test system (Coastal Watch, GUID 92afdc15-bc6f-4648-8073-ad6af396cf97) is NOT accessible through the -v2 dashboard (different org/tenant)

## Steps to Reproduce

1. Navigate to https://ca-ato-copilot-dashboard-v2.blackwater-9393aa1a.centralus.azurecontainerapps.io
2. Observe the "flankspeed portfolio" branding and org table structure
3. Click "Portfolio overview" quick-action in chat panel → SYSTEM_REQUIRED response

## Expected Behavior

- The QA sweep spec should target the active production dashboard
- Portfolio-level chat queries should answer without requiring system disambiguation
- The canonical test system (Coastal Watch) should be accessible

## Actual Behavior

- Dashboard is live with flankspeed org-centric model (confirmed working)
- Chat quick-action "Portfolio overview" returns SYSTEM_REQUIRED (disambiguation loop)
- Coastal Watch GUID not accessible through this org's system list
