Unable to use Transmog NPC

I followe all the steps
1,download zip manunally
2,import sqls, but I rewrite a little bit, like: entry = 190001 etc.
3,use Cmake, it shows right, no warnings and errors
4,rebuild azerothcore.sln
5,copy mod-transmog.conf into the same file with worldserver.conf
6,start worldserver.exe
7,in the game I add npc, it can be added, but it doesn't work,

what's the problem?

Start by reproducing the reported setup with the imported SQL, CMake build, azerothcore.sln, mod-transmog.conf, worldserver.conf, and worldserver.exe. Check whether the added NPC is configured and loaded by the world server, then verify that it responds in game; done means the Transmog NPC works with the documented setup.
