[Progression] Rare quality gems missing from vendors after 3.1 patch progression

Current Behaviour
Rare quality gems such as Scarlet Ruby are not available for Emblems of Heroism.

Expected Behaviour
They should be available on these 3 vendors since 3.1 dropped and Ulduar opened:

Since the 3.2 patch all WotLK rare gems can no longer be bought for Emblem of Heroism. Intended or not - they are removed from all known vendors and replaced by epic ones.

.go creature id 32172, 31580 or 31582
Observe the lack of gems being sold
