Allow writing nested Items that belong to a mix of catalogs and collections

Description
#1 added basic support for nesting Items within collections on write based on the collection ids in a `parents` column on the dataframe to be written.
[This discussion](https://github.com/azavea/stacframes/pull/1#discussion_r522053963) notes that some catalogs may best be served by writing Items as belonging to a collection that isn't their immediate parent, with catalogs in between.
