Decommission osm-stat-stream-cluster

We have [a deployment](https://github.com/azavea/osmesa/tree/develop/deployment/streaming) set up for `osm-stat-stream-cluster` that is no longer running on ECS. We should remove the cluster and any associated resources that are not in use.

Start in deployment/streaming, where the osm-stat-stream-cluster deployment is defined, and inspect the resources associated with that cluster. Confirm which resources are no longer used on ECS before removing their deployment definitions. Done means the obsolete cluster and unused associated resources are removed without affecting active deployments.
