Don't let users dismiss the profile wizard modal

When a new user fills out their profile for the first time, they can click outside the modal (on purpose or by accident, I did the latter) to dismiss the wizard. You can bring it back up, so it's not a high priority issue, but I'd suggest we make the wizard mandatory when a user doesn't have a profile yet.

The issue does not name files or tests; start by locating the profile wizard modal and the first-time profile flow in the TypeScript frontend. Verify the current outside-click dismissal behavior, then confirm the wizard remains open until profile completion and that existing users are unaffected.
