Description

There's a bug with VSICURL caches present in `gdal-bin=2.4.0`, detailed in OSGeo/gdal#1244, that can cause long-running applications that concurrently use range reads to read rasters to experience performance issues related to cache updates. This has been patched in `>= 2.4.4 < 3.0.0` and `>= 3.0.3`.

`2.4.4` is not currently available in a stable Debian repo at the time this issue was created. We should evaluate the potential risks of this bug and options for upgrades or remediation.
