UI Improvement: Hover Effect & Card Size Inconsistency

Description:
Currently, on the "What can EDGEx AI do?" section, the hover effect on the feature cards is not consistent and visually feels off. Additionally, the cards are not of equal height, which impacts the overall alignment and aesthetics of the section.

Steps to Reproduce:

Go to the "What can EDGEx AI do?" section.

Hover over each card to see the effect.

Notice the difference in hover behavior and card height.

Expected Behavior:

All cards should have a consistent hover effect.

All cards should be of equal height to maintain visual balance.

Suggested Fix:

Standardize hover animations across all cards.

Set a fixed height for cards or ensure content alignment so that they visually appear equal in size.
