Integrate git-cliff

Hi, I've been occupying the tool for a while and I think it's crazy, thank you very much for this nice tool.
The reason for my issue, is to discuss a possible integration with [git-cliff](https://github.com/orhun/git-cliff), in case you do not know it, is a tool that allows to generate the Changelog from commits, I find it very interesting to include it in the delivery pipeline, do not worry, that if we come to the conclusion that it is valid that it is valid for its integration in cargo-dist I would like to be the one who integrates it.

Points that I believe should be discussed:
- Should he be in the cargo-dist?
- If so, as the configuration should be managed in the template
- how to handle the git-cliff versioning in the pipeline (I suggest from the config of cargo-dist(? )
