limit file size

for my own sanity, we'll save ourselves some bandwidth (literally and figuratively) if we limit the filesize we accept. i don't have a strong opinion on what the limit is.. just that a limit would be good :)

The issue names no files, tests, or entry points. Clarify where files are accepted and agree on the size limit first; done means oversized files are rejected consistently and the behavior is verified.
